Translate to UTF8, problem with Alt text

HiI translate the file with your tool, everything work fine, just one option not correct show on siteIn block-pixels when user edit the pixels and upload image need add title this title show in "?????" see my attachment[img]http://s017.radikal.ru/i412/1401/f2/ecf69e60fa94.jpg[/img]in DB was lation charset, i change DB to utf8_general_ci and insert title in hebrew in to DB and save see attachment[img]http://s020.radikal.ru/i719/1401/8c/1cede0ddea52.jpg[/img]but in the web site it's steel in "??????" what i need to change more ?
